This fits into his character. Rocks has shown he is willing to use his strength as a problem solving tool. He did this with loki on multiple occasions, with the admiral on mary geoise, when the marines were tipped off during one of their raids, straight up craved eyes into pirate island hachinosu, and with harald when they were intercepted on their way to god valley. Violence is something that comes easy to him. He even kicked kaido in the face when kaido suggested subjugating harald and the giants by force. So, what he was doing was still kinda in character, albeit maybe a little over the top.
Roger and garp had their reservations, partly aided by the voice of all things, but they could've rationalized this as the result of rocks being too power hungry. That he let his ambitions get the best of him, and bit off more than he could chew. As a reminder, neither of them had seen an elder before, did not know about imu, the davy clan, or rocks’ true reason for coming to god valley. It is believable to say that rocks had struck a deal with the devil, lost control, and regretted his mistake so much that he begged to be put down.
