We do not yet know whether or not their latest attack was enough, but let's assume it was. If rocks stayed demonized and without his voice, then roger and garp couldn't have been able to piece together what really happened. They would've needed to talk to harald to learn about his family and lineage, then go find his wife and kid to know about his plans. But his wife and kid were assumed to have been killed, and even if that wasn’t the case, kuma sent them far away, so they would’ve needed to contact kuma to know where to start looking, and even if they knew where to start looking, the two of them were in hiding. So, pretty much mission impossible. We also know that harald was marked for death, so the time frame to do all this was very narrow.

And this is all assuming rocks trusted roger and garp enough to begin with. We just saw an entire island get erased due to the presence of the davy clan. Rocks could’ve been harbouring deep regrets. And we saw that rocks went to great lengths to keep everything a secret, even killing his own father and grandmother for it.
