I think this is what the harley text mean by “they finally meet”. It needs both of them with 2 legendary fruits to defeat imu. Everything about this arc has been wild. We have so many answers to questions and origin points and oda has nailed every single one with a great narrative giving us an exact explanation on how everything has occurred and set the stage for the modern world. What this little conversation between rocks and imu set up for me is that joyboy and davy jones were actually friends, contrary to every myth that has been built up until now, just like kalgara and nolan. They made a promise to reunite that couldn’t be fulfilled, bringing a tragic end to both of them. This motif has been repeated through several other characters, and it even appears in the elbaf mural that franky read. Adding a bit on top of that: this promise between joyboy and davy is the actual meaning of the one piece.
