We've seen this in skypiea, dressrossa, and onigashima - luffy leading an alliance of different factions to topple a false god, a celestial dragon tyrant, and the world's strongest creature. This is all foreshadowing for the final fight against imu, and like mihawk said, luffy's most fearsome ability is to unite everyone around him. Garp is now confirmed to have not been a slavery lover. Sengoku on the other hand will never dodge the allegations. The implication from the chapter seems to be that garp is attacking saturn because he saw saturn killing/attacking the marines and he went to go protect them. It isn't super clearly stated but that seems to be why garp suddenly runs up to saturn. The memes about garp being pro-slavery weren't about him personally being a fan of it, just that he serves people who are. In that regard nothing has changed from this chapter.
