People were making all these garp D. Oppression memes saying he’s a government dog and here he wasted no time throwing his strongest attack at the head leader of the world government. You’d think people would learn by now with how often oda flips the script but I guess not. We got john betraying eveyone, ganzui betraying john/shiki, kaido betraying linlin for the fruit and then her trying to kill him as a result. That's nearly all the top members of the crew at odds with each other. The marines may be a tool for oppression at the behest of the world government, but they're also the peacekeeping force that keeps pirates at bay (no pun intended). All garp wants to do is protect innocent people from pirates, and he knows that a) he can do that far far more effectively under the sanction of the marines, and b) the marines will be doing exactly the same amount of harm with or without him, so it's not really a valid factor. He's clearly never involved himself in the oppressive activities of the world government, so it seems pretty obvious to me that he's just using them as a tool for his own ends, which are benevolent. You can't blame him for making the best of a bad situation.
